Any access other than using the EVE client is read-only via API calls.

You can access delayed market data via EVECentral (how delayed depends on how busy the region/item is), you can plan routes via DotLan, you can plan skills with whatever the phone equivalent of EVEMon/EVEHQ is, you can plan fits with whatever the phone equivalent of EFT/Pyra is, but you cannot affect your character or the game world.

Have you read ISK: The Guide? If not, hunt it down and read it.

Then check it out later its a pdf. I can't cay if its any good (never read it) but some people swear by it.

If you find one that claims it can... even if it somehow can, don't use it. To do that you would need to enter your account name and pwd. Now think about that a moment, you are using someones third party app and entering in your accnt + pwd to the game.

Not only would they now easily have access to that info and directly to your account to do as they please, but they will probably then send you a flood of emails from Nigeria for you to make profitable investments to help rescue some money from a bank etc.

Otherwise, the only thing you could probably do is either get a laptop or a windows tablet and physically install the EVE client onto it. As others have probably mentioned, existing apps only use an API seed, which can only read info about your account so is safe... as long as you don't enter actual login info.

As for guides, yes, ISK the guide. Read it on something larger than a cell phone screen is my recommendation. 7inch tablet it reads fine, smaller may be challenging.
