Sounds like a reasonable idea.

Jump mechs have never been update since the introduction of hs allowed JFs.

As long as the cost is correclty managed.

There is already jump fuel costs for moving freight via JF.
Maybe a jump tax that has to be paid by the JF corporaion each time a ship land in high sec system based on the system security.

Payment will be taken immediatelly and lack of funds will result in flaggging timer and attack by faction police.

Something along the lines of
0.5 - 5M
0.6 - 10M
0.7 - 20M
0.8 - 30M
0.9 - 40M
1.0 - 50M

reason for this is to stop all bulk freight for profit being moved by JF therfore eleminating standard freighters.

Logistics jumps and back which are allready 99.99% risk free if managed correcly would stil be viable as these cost levels.
I know I would happily pay 40M to get my JF docked back up after a supply run without having to **** around scouting it back in , so I can get on and do the things i actually want to do.

I adjusted the costs in your suggestion to be more in line with the amount of protection you're offering the freighters. Seriously, do you people realize this idea would make normal freighters completely useless except for parts to build jump freighters? Why wouldn't I just jump from Hek to Jita instead of flying through all those inconvenient gates where I might get ganked? You're making Jump freighters 99.999% unkillable, and that's just a bad bad idea.

De'Veldrin's Corollary (to Malcanis' Law): Any idea that seeks to limit the ability of a large nullsec bloc to do something in the name of allowing more small groups into sov null will inevitably make it that much harder for small groups to enter sov null.

No.

Simpler solution: ban JFs from highsec altogether. Because I live in lowsec, and uhm. Well, that's it really.

No. This is a terribly unbalanced idea. Additionally, it would be far better if you could not jump out of highsec to a cyno. Every JF should have to take at least one gate in order to jump.

CCP should add more NPC 0.0 space to open it up and liven things up: the Stepping Stones project.
