Outpost Reprocessing Bug

It appears that un-upgraded outposts do not have the base 50% reprocessing facility, as per the devblog. I have confirmed this on all 3 non-minmater outposts.

I'm here, don't panic. Yes, we know outposts don't have the correct values, this is being looked into and will take some time to fix. I'll add that to the "known issue" thread if it ain't there already.
