so what lvl military/pirate detection is needed for sanctums to spawn?

It's based on trusec. If it's low enough you'll see them at level 2 or so. Also Sanctums are crap.

Ring sanctums are decent, and they're great to run if all the havens are already occupied, the station sanctums are indeed crap however.

They will randomly spawn in any null sec.

I get 1 forsaken hub for index 5. The next band gets 1 haven for index 5. I think the band after that gets 1 sanctum for military index 5 (probably -0.4 to -0.6) so you should get a covops and find an index 5 on the map and check it.

If you actually want to rat sanctums without interruptions, you probably need a fairly rare system - ie -0.8+

The following systems may be able to get you 1 re-spawnable sanctum:

RNF-YH
G-7WUF
CNC-4V

Their true-sec may not be "low" enough at military 5 tho. They will have havens and forsaken hubs.

Sanctums also appear randomly on their own. I think those follow the rules of plexes and other sites.

A -0.7 system will spawn one Sanctum at upgrade level 5
