What skill is used for tracking and what are certificates and how do I obtain them?

What skill do I need to train to improve tracking targets and what are certificates and what are they used for? Should I try to obtain them?
For example I look at the desscrip of a rifter and under recommend tab it show core cert. Please explain this to me. Thanks...

The skill for tracking targets is the Motion Prediction skill, which gives a 5% bonus to tracking per level, and the certificate that relates to it is called Turret Control, you will also need other gunnery skills such as Rapid Firing.
As for the recommendations, they are what you should aim for before you pilot that ship effectively, so having good 'core' skills is important for flying many ships. The recommended certificates will change depending on the ship and what role it plays.

Certificates themselves aren't worth anything nor do they do anything functionally themselves. They are simply guidelines to help cut the fog so the speak on all the different skills and which ones go together. To get a cert simply train the skills and then open the cert planner form the character sheet and click "claim all".

The skill you are looking for is Motion Prediction. The certificates don't actually give any bonuses, just group related skills in an easy to see manner.

If you want to increase tracking of your guns, train motion prediction. Some ships also have a tracking bonus. For example Rifter gives a tracking bonus per level of minmatar frigate skill trained. Finally you can use modules such as the Tracking Enhancer, Targeting Computer, skill hardwirings and rigs (don't remember how they are called).

Just in case there is any confusion here.

Tracking is a gunnery skill that affects Gun Turret accuracy. It has nothing to do with finding or hunting down targets. The nearest to that is Probing skills, namely a number of science skills: Astrometrics, Astrometeric Pinpointing, Astrometric Acquisition and Astrometric Rangefinding.

Tracking does not affect missiles either. Tracking skills, Tracking modules including Tracking Disruptors, Ship bonus's for Tracking, do not have any effect on missiles.
