Cannot run EVE on other users

I don't know if this is related to the Kronos patch, or if it's just EVE in general. If I install the game from one admin user, and attempt to start it from another I get the message "You can't open the application "%@" because it may be damaged or incomplete.". This is not the gatekeeper message, because CTRL-clicking it and clicking open produces the same error.
If you cannot reproduce this, try getting an outdated version and then having the launcher patch the game, as that could also be the issue.
