For someone looking for a specialized minmatar character you could get 12-14b WITH perfect Loki skills. For just the character not including implants. Your character I would put at 14-15b firm

Thank you. Feedback appreciated. To max out Loki is not alot of time. Excellent advice. I will do that. Complete Galante cruiser 5, BC 5, and top up support skills to lvl 3. 2.5 months more roughly. Should be a decent purchase for someone.

From where he is and then adding those skills and 2.5 months more of training , I'd say he would then be worth 11.5 bill
