You gotta take the cartridge out, blow in it, and then wiggle it around a bit when you put it back in to seat it right. Works every time.

F12 file a bug report about it, some of us were having this issue on sisi , apparently its still a thing (though this is the first iv heard on tranquility)

Also if blowing into it doesn't work, use another cartridge and prop it under it.

E: They really should have kept the NeX name, NES was obviously going to bring some memes.

CCP replied in another thread about this about the servers handling the NES were overloaded or something like that, and they were working on a fix for it.

In addition to the throttling issue the NES is only available if you've launched EVE through the launcher - firing it up by an exefile shortcut does not create the appropriate data to allow access (according to the feedback thread).
