Got a 13.4 Million SP character here, has 1 million unallocated skillpoints from when they got rid of the learning skills, so you can apply them however you want. It also has 3 bonus remaps available.

I will be paying the transfer fee, it has a positive wallet and security status. It will be parked in Jita

I am guessing that it was not a requirement when this account trained it. Either that or due to some change by CCP in the meantime, it has contributed to the over a million unallocated skillpoints.
