Horrid FPS lag

For some reason, starting recently, I've been getting FPS lag starting about thirty seconds after I log into the game. As far as I can tell, it must be connected to the patch, but I've had no problems with lag up until yesterday (December 12th). Stranger still is the fact that EVE isn't even stressing my computer; I still have about 50% of my ram and 75% of my CPU while getting anywhere between 1 and 4 FPS.

My rig:
Intel Core 2 Quad Processor Q8200
NVIDIA GeForce 9500 GS
8GB RAM
Windows Vista 64 bit

What I've tried:
Rebooting (a couple of times actually)
Fresh install of EVE
Turning down graphics settings
Windowed, fixed window, and fullscreen modes
turning off the UI
CCP Habakuk
C C P
C C P Alliance

Hi,

Is this on Singularity or on TQ? Is this happening both in space and in station (both in CQs and ship spinning)? Is there any improvement, when you try to close or minimize windows or hide the complete UI?

It happens on TQ, both in station and in space, and hiding the UI makes no noticeable change I haven't tested it out on Singularity
