They haven't given this information. More than likely it will be a station service just like character customizer.

Then, just like clothing, some designs will only be available through specific means, as well as some "pre done" paintjobs.

You want digital camo? gotta buy it from the cal navy store.

That seems the most likely implementation to give people customization, and is a pretty good one, so long as designs don't get consumed. It would allow there to be some rare looks and designs while still making ships mostly customizable.

I'd imagine concord LP store would also sell things to give your ships police lights =P

Police lights. That would be hilarious. You would definitely see someone's T3 gang in w-space with black and white markings and police lights.

Yeah selling canned re-skins on market for ISK would be cool. Though... most people could probably easily recreate skins they like, rather than buying them off another player. Unless you're talking about truly custom skins instead of ones made with this tool CCP has been demoing.

It would be cool if CCP would do as Valve does and let artistically-inclined players submit custom skins and models for sale for real cash, giving the creator a cut of each sale. Though they'd have to be quite a bit more conservative than Valve is, on what they allow to be added into the game. Silly stuff works ok for Team Fortress and DOTA, not so much EVE. But someone could do something like remodel the Talos to have more of a muscular look like the Brutix rather than the retro look it has now, and get that put up for sale in the New Eden Store for real cash. Valve gives their content creators a 25% cut of profits I believe. Content creators wouldn't be making six-figure salaries like the top Valve Workshop artists, EVE being rather niche and all. But still, a little extra income for creatives who are passionate about EVE, and a little extra variety and choice for the rest of the players.

Epic Games is going to try to do the same thing with the new Unreal Tournament.

caldari/gallente ship thing! guns and missile bonuses, maybe a destroyer, but on the small size!

This ones straight up gallente with bonus to medium railguns - cruiser size hull. Possible hardpoint for 1 bs class weapon, acting as the twin barrel weapon in the nose!
