It's either a scam or RMT.

Which is exactly what I did when some random guy sent me a billion isk a couple weeks ago.
Someone else apparently received a billion from the same guy and sent it straight back. Moron.

So, if the ISK had been accepted by OP and had later been linked to RMT, how could he get in trouble? That's like a cashier being thrown in jail for accepting a very believable counter fit bill. Surely the ISK would just be taken by CCP, no?

Hahaha, what an opportunity missed. You definitely made the wrong choice. This is a pvp game at it's core, not a lets-all-be-friends simulator. Taking the money would not have been scamming, taking the money would not even be that morally wrong. You turned it down, he likely found the next wrong person, THAT person had the sense to accept or say yes, and got given 114billion isk for free. It's almost certain that this guy would have sent the isk to the wrong person, the important distinction is that you didn't seize the opportunity.
