Did this just happen or has it been around awhile?

Starts at 10 mill and starts to DOUBLE.

I think CCP wants people to start forming alliances for some reason....

It has been around since the devs realized that effectively allowing anyone in the game to get a free war against anyone in the game with an active war was a bad idea.

Evelopedia is famously out of date and/or incomplete. Use E-Uni's wiki instead, it's maintained pretty well.
