I have done the tutorial many time over.
However, I had never noticed in the text the reference to the SOE location at the end of one branch.

It leads to either a Storyline (or the Epic Arc) which seems to reward more Standing gain than normal.

Anyways, I have 2 characters, one with 2.6 Corporation standing and the other (older) 1.21 . (Not with SOE mind you.)

That is enough to get level 2 missions.

It seems that the agent standings doesn't affect the mission level.

I hope to be able to reach level 3 soon and try to improve it on my new pilot.

I will try to multi-box to get extra standing.

I remember the level 4 mission paid a lot.

I will try to verify the data for the SOE branching, but I don't know if I did Epic Arc or storyline either.
I'll also verify that too.

The big standing gain at the end of bloodstained stars is faction.

To qualify for a mission you need a standing of:

level 1 no standing required
level 2 standing1.0 or higher
level 3 standing 3.0 or higher
level 4 standing 5.0 or higher
level 5 (there are none in highsec) standing 7.0 or higher

The standing can be with:

The corp offering the mission OR
The agent offering the mission OR
The faction of the corp offering the mission.

The simplest way to do it solo is run the highest level missions for that corp you are eligible for until you qualify for an even higher level.

The simplest way if you are in a corp is fleet with someone doing level IVs for the agent or corp you want. You do not need to even be in the same system, just be in fleet and get them to share standings at end.

If you are not in a player corp or have no-one willing to fleet with you there are people offering a standard service. You pay them ISK and they fleet with you and run missions for the corp you designate raising your standings. Again you do not need to actually do the mission or even be in the same system, just be in the fleet.

I didn't know about 3., if not in a player corp or have no-one willing to fleet.
I never saw that service before.

As for:
"The standing can be with:

The corp offering the mission OR
The agent offering the mission OR
The faction of the corp offering the mission.
"
I do have agent with higher than 2 or 1.0 standing.
However, they are only level 1 agents, and won't offer level 2 missions or quests.

I am running out of time, but my standings also are on EVEboard.com .
It will be easy to verify.

I only have some level 2 and all require a referal , which I don't have.

In Epic Mission Arcs :

Only the starting Agents look at standings for access to the Epic mission arcs. They will accept standings modified by Social skills for access. Completing the Epic mission arcs will give the player both Corporation and Faction Standing increase as well as some interesting and unique rewards.

...
Rewards

All Epic mission arcs can be completed every 3 months for a large Faction standing increase with little to no derived standings towards the other Factions. The level 1 SoE Arc allows the player to choose 1 of the 4 main Factions for completion.

Please note: ISK payments, Corporation and Faction standing increase will vary due to the level of Social skills trained.

Ammatar Mandate -0.11
Caldari State -0.15
Mordu's Legion Command -0.15
The Syndicate -0.22
Angel Cartel -0.26
Serpentis -0.63

Edit 5 @ 22:05:
My second character Standings don't show, but he has a higher corporate standing than the one listed.

His was (around) 2.16 actually, not 2.6. (Or if it was 2.6, it was reduced due to a failure which I couldn't control.)

Either way, I find it more complicated and less efficient than trading on Bazaar, which is deemed as boring.
(It could then be or mean that it is worst than boring to me.

I will keep other opportunities and invest on solving other problems.)

Edit 6 @ 22:20:
I have screenshots but that would also cost me resources to publish them.
I can't post them from some of the systems that I would have to use.

Edit 7 /May 19:
Newer pilot (listed from May 14 though, standings can go lower):
http://imgur.com/OcynZmQ,eopx8IH

Factions:
Servant Sisters of EVE 0.59 (Good)

Corporations:

Sisters of EVE 0.70 (Good)

Agents:
Sister Alitura 5.26 (Excellent) (no level 2 missions though...)
Timestre Facent 3.29 (Good)
Immuri Asaka 3.00 (Good)
Aura 2.73 (Good)
Hasier Parcie 2.63 (Good)

The agents at more than 1.0 of standings don't give level 2 missions.
It is hard to get Federal Navy Academy 2.16 (Good) to 3.0 at .02 + per mission.
The Epic Arc would be faster and pay more (if it worked).

OK, I think you're misunderstanding how agents and standings work in this game.

There's 5 different levels of agents. You have to keep watch on your standings and when you have gained the required amount of standing to access a higher level agent, you have to research / locate a higher level agent, then travel to and speak to that agent.

There's various different ways to find available agents :

1 - Open Star Map, select ''Color Stars by'' tab, select "My Information" menu and then select "My Available Agents". Hold your mouse over any systems colored green to view the available agents along with their corporation, level, and division. This option shows all available agents.

2 - Open Corporation info window. Select the “Agents” tab to view all agents within that specific Corporation. It will also show whether or not they are available to you. This option shows all agents in a specific Corporation.

3 - In-game Agent Finder can be set up to show all available agents, agents in a specific Faction, Corporation or a specific level.

Hasikan Miallok already explained a lot about the standing required to access the different agent levels. I'd also like to mention that in order to maintain access to agents above level 1, their Faction needs to remain above -2.00 standing.

As for checking your character sheet for standings, you got the right idea, you're just looking at the wrong standing. The Agent standing you see listed in your character sheet is that agents effective standing towards you. What that means is the higher that standing is, the better they like you which translates into them offering you better missions, not higher level missions.

Each agent has a limited pool of missions available which is why you look for a higher level agent to access when the Corporation or Faction standing allows it. I've already explained above how to find higher level agents..

Faction standing will over-ride Corporation and Agent standing. Usually the Agent and Corporation standing is easier and faster to gain. However, completing Event Agent missions will quickly increase Faction standing.
http://wiki.eveonline.com/en/wiki/Event_Agents

For access to high level agents, nobody can specify the specific amount of missions needed to complete nor the amount of standing gained due to various factors involved. These factors include:

Agent location = A difference of 0.1 in system security level from 1.0 down to 0.0 translates into a 10% increase in rewards.
Agent division = Security, Mining, Distribution, R&D (Security division gives the most standing increase)
Agent type = Basic, Factional Warfare, Storyline, Event (Storyline and Event Agents give Agent, Corporation and Faction standing increase)
Mission type = Encounter, Mining, Courier (Encounter missions give the most standing)
Standings = Higher agent standing gives increased rewards per mission
Social skills = Higher level trained reduces the time spent to gain standings

These various Social skills will modify your Agent, Corporation and Faction standings.
http://wiki.eveonline.com/en/wiki/Item_Database:Skills:Social

Connections skill - will raise your current positive standings with Empire. (4% per level)
Criminal Connections skill - will raise your current positive standings with Pirate. (4% per level)
Diplomacy skill - will lower your current negative standings with all. (4% per level)
Social skill - will increase the amount of standing gained for completing missions. (5% per level)
Negotiation skill - will increase mission reward and agent effective standing. (5% per level)
Fast Talk skill - increases amount of Security Status gained for killing single most highest bounty Pirate NPC every 5 minutes. (5% per level)

Three different skills increase amount of Loyalty Points gained for completing missions per specific Agent Division. (5% per level)
http://www.eveonline.com/devblog.asp?a=blog&bid=909

Security Connections
Distribution Connections
Mining Connections

Anyway, you can quickly access high level agents. How fast depends on the factors listed above. I hope this clears up any confusion about accessing higher level agents. (Sorry for the info overload)

For some reasons, I want more accurate details and more efficient information about the missions levels, and how to actually reach them.
I know I am told that it explains how, but it doesn't and doesn't work.
I will try to get more details on my end in the meantime, but I hope you realise the system will be changed before I find how.
I could bet on it.

I will review the comments you placed and the previous reply and test them and point out the parts that are not working.

No critics, or bashing, just pure scientific factual method of test and errors.
No research or studies required although I may indulge myself in studies depending.

TY for your post btw.
At least , even if it doesn't work, it gives a good reference to test against and record the useful comparative results.

---
Edit:
The lag (or what it is, though it seems to be) is incredible...

I managed to find level 2 mission from the Star Map on my new pilot.

The older pilot has nothing but Level 1.
I am sending him to do some SOE mission with the starter agent as he didn't.

I am taking screenshots.

Although I qualify for his missions by standing, he won't give me any.

Also note that,
although there are some level 2 SOE mission possible,
the level 1 storyline or Epic Arc may pay more in standing to reach the level 3 faster (or sooner).
I didn't try yet , but it would be a good test time wise.

OK, I'm gonna advise you to NOT talk to Event Agents at this time. They are actually Cosmos Agents which can only be completed once in the life of your character. If you decline, fail, quit or let their mission offer expire, you could be locked out of accessing other Cosmos Agents. You'll also lose Faction and Corporation standing.

I have listed various Cosmos guides in 'The Plan'. It's a rough outline explaining how to repair negative Faction standings.

Since you've already spoken to a couple of them, best to complete their mini mission series asap. After that DO NOT talk to any other Event Agents till you fully understand how standings and gaining access to agents actually works.

Now to advance to a higher level agent, look in the Standings section of your character sheet for the highest Corporation listed and open up the Corporation info box, select 'Agents' tab and then travel to the highest agent available.

Keep watch on the Corporation standing and when it reaches the next standing amount for access, open the Corporation info box and once again select the highest agent available.

Agent Level = Standing Required (Corporation or Faction)
Level 1 = N/A
Level 2 = +1.00
Level 3 = +3.00
Level 4 = +5.00
Level 5 = +7.00

I remember trying to do that before and I don't think it would work like that on my end.
It may be close to that, granted, but there seem to be a missing detail.
I would prefer to bring some more accuracy to it so to avoid potential confusion, failure, and other problems.

1. Is a link to the Sisters of EVE corporation, on Dotlan.org. It has a list of Event Agents, Generic Storyline Mission and more.
It seems useful to get those mission level 3 and get more income.

2. Is a screenshot of a Level 2 Federal Navy Academy (a Gallente tutorial starter NPC corporation) mission.
The agent is level II Distribution agent and the effective standing shows as 2.2

3. Is a screenshot of the agent in the System Essence, with no level 2 available. Only level 1.

4. Is a screenshot of the agent in the System Scolluzer, with level 2 available. Not only level 1.
The Map choices are, in "My Information", Available agents, or Agents available to me.

5. Notice that I then change to my other pilot, Multi-client. This screenshot shows a rare Cosmic Anomaly with : Small Hedbergite, Hemorphite and Jaspet (Deposits)... While going to Arnon, the SEO Epic Arc system.

6. This screenshot shows the ship fitting, and no NPC Pirate in the Anomaly.

7. This screenshot is the same system and Anomaly, with 3 visitors. Notice also the fitting is changed to mine with 3 Miners. Too bad the imgur system doesn't display the screenshot times to compare.

8. This screenshot shows mining the Anomaly with the visitor gone. They left me the loot more than once. Thank you indeed. I'll try to make up for it in the near future.

9. This screeshot shows a Pilot Standings, first Corporations top Standings:
(a) Federal Navy Academy 2.52 (Connections 1 raises your effective standing from 2.21) (Good)
(Notice that this is 50% over the 2.n something I used to have before reaching 3.0, required for level 3s.)
(b) Sisters of EVE 1.16 (Connections 1 raises your effective standing from 0.80) (Good)
(Notice that this is now over the 1.0 required to get the level 2 missions from any SOE NPC corp agents. Finally!!!)
The more agents from more corporation the merrier, as it can help to reduce travel distance to reach a worthwhile agent.

10. This is a screenshot of a level 2 mission from a level 2 "Security" agent in Quier. Notice that it is not a storyline agent or other and therefore may not give extra faction or corp standings gain.
There is also an incursion which I have little chance to succeed solo.

11. Same as 10 with mission text unobstructed. The mission offer does pay more than the previous #2. screenshot Distribution offer above.

12. This link #12 has the previous 10 screenshots above organized by the imgur data storage system. They can be accessed this way instead of as previously.

13. This link is as #1. above, except that instead of being for the SOE corp. it is for the University of Caille Corp. All Distribution. 1 Generic Storyline...

14. Described above. That one didn't matter since he had no offer.

15. This link #15 has the following 7 screenshots below organized by the imgur data storage system. They can be accessed this way instead of as will follow. (Yeah, and I will include that this is the reason why I displayed them differently, so they can be accessed with more ease.)

16. This screenshot is just a search for the Event Agent name as I couldn't find it. I didn't realise that he was in space at this point.

17. This screenshot is near the Event Agents. I changed to the Venture ship as it had a bigger Ore hold but too late. (It warps faster at 5.25 AU, 5.5 AU or something)

18. Same thing as #17., just targeting differently.

19. Event Agent Ships targeting (for nothing).

20. This screenshot shows an Event Agent for Distribution with I don't know which Corporation.

21. This screenshot, offers a serie of 4 mission, which I think are level 2. I'd have to verify as it may not be.

22. This screenshot, shows the Event Agent Corporation data, accessed from the (i) information icon on the mission page.
It is from the University of Caille. The data also shows the agent as being level 1, not 2.

Edit 17:08:

23. Unavailable Storyline, and available Distribution
24. Offered Distribution, not Accepted.
It is or at least seem annoying to have the agent standing met, but not the mission.
Most storyline require other prerequisite or referral than standing only.

Important points to remember:

1. The "Effective Standing" displayed for an agent is the highest from agent/corp/faction . If you have never spoken to an agent before what appears here is probably your corp standing not the agents real standing.

2. Letting an offered mission expire has a bad effect on standings. If you cannot do a mission decline it. However do not decline more than one mission every 4 hours.

3. Avoid missions that kill other factions.

4. Distribution missions are the worst missions for standing increase. Mining missions and Security missions are both much better.

5. If you are attempting to grind standings blitz the missions and ignore loot. Look up EVE Survival to find blitz options where yu can avoid killing all the NPC and complete the mission early.

6. To be offered a mission you usually need to be at that agents station or ship in space, you can talk to them from elsewhere but usually you need to be at the agents location to accept an offer.

7. Storyline Missions become available after you complete 16 normal missions for that corp. You get to do one storyline and then need to wait until you do 16 more missions before you can do one again. Storylines are for faction standing not corp standing and the agent will email you to offer one.

OK, I understand the descriptions matching the number text lines in the previous post. There's actually no need to post / link that many.

Like I said before, asap complete the Event (Cosmos) Agent missions that are already offered to you and then don't access any other Event Agent.

REMEMBER - DO NOT DECLINE, QUIT, FAIL OR LET THOSE MISSION OFFERS EXPIRE.
It may lock out access to other Event (Cosmos) Agents.

All Storyline Agents serve all levels. They will be listed as level 1 but they don't actually have a level at all. The level of their Storyline mission offer is the same level as the 16 missions previously completed.

Complete 16 level 1 missions, get a level 1 storyline offer.
Complete 16 level 2 missions, get a level 2 Storyline offer.
Complete 16 level 3 missions, get a level 3 Storyline offer.
Complete 16 level 4 missions, get a level 4 Storyline offer.
Complete 16 level 5 missions, get a level 5 Storyline offer.

I just finished working 16 hours today and I am tired.

The reason I posted the screenshots was because they are related to the subjects.

I will be posting more about them later.

I will try to complete the mission you mentioned, but I really don't have the time or money for that.

(Edit: 03:23:

Actually, I might not be able to.
It might not be worth it for me.
I might not need to do COSMOS missions.

I don't need to do COSMOS mission to get level 3 missions.)

(Edit: 2:
I completed it, and there is a part 2 of 4 which I won't have the time to complete.
I will try to complete it before May 29, next Thursday.
Probably Sunday, and try to get a next time to complete due after May 30.

ty, I'm concerned about getting to Mission 3, and then of course 4.
I don't think I can do COSMOS mission as they are too hard for me.
I think the main storyline of SOE still holds the best chance in the least missions to reach level 3 for me.

I switched my skill training to
Social V, at 4d 15h + mins secs,
since it gives the most bonus at 5% to NPC, corp and factions.
"Skill at social interaction. 5% bonus per level to NPC agent, corporation and faction standing increase."
... this may be the actual standing and not the effective standing, although I am not sure.

Then will be Connections IV and V, currently at 2d 11h + mins secs
"Skill at interacting with friendly NPCs. 4% Modifier to effective standing from friendly NPC Corporations and Factions per level. Not cumulative with Diplomacy or Criminal Connections."
... which will be for effective standings, although it works to get the level 3 missions, and hopefully level 4 by then.

Q.
How long does it take to learn Social III and Connections III?
(Social IV even is a requirement for other skills and I already have it.)

I'm sure it's faster than to have to do 16 missions to 45+
(oh, by the way, it's over 10 tonnes to move in the first part of the 16 hours ; in around 9 hours.)

Edit 2:
It took over 3 hours to verify the level 3 missions due to other opportunity.
I also tested attacking with a destroyer against a T1 frigate and got destroyed though I saved my pod.

Edit 3:
The level 3 missions I got are not paying much, although the amount of LP raised.
It seems the amount of Standing is not much.
The only storyline missions are level 1.
And the original SOE one.
I almost finished the SOE one but I don't know how to apply the end of Epic Arc bonus.
Maybe it's just the 1/4 Empire faction choice.
It'd be Gallente for me.

I am reviewing a list of screenshots that I will be able to add to the ongoing project called "EVE Mission" .

Unauthorized Military Presence - (Angel Cartel) Level 2

from the :

Level 2 link...
https://wiki.eveonline.com/en/wiki/Category:Level_2

(I had to save the Category:Missions link in my email because I couldn't find that link again otherwise.)

A screenshot of 15 green Serpentis Anomalies in a system dated yesterday found while doing missions with the Scanner on.

I have to find and verify Corporation like SOE that have security missions and Storyline branches other than Distribution.
It might be better than nothing and be viable for LP but it is probably lower for standings.
The University of Caille and Navy Federation Academy mostly offer Distribution only missions.

It was not accepted, duh (pronounced doh)!

How seriously do you take standings?

I'm now at the mission branching which offers one of the 4 Empires to choose from.
I didn't chose it yet.
I'm going to sleep.
I took screenshots though.

+8 standing in 1 weekend?
Is it faster with Social skills?

Datacenters, FW and COSMOS
https://wiki.eveonline.com/en/wiki/Data_Centers
?

What about the odds of surviving solo FW?
What about the odds of surviving COSMOS solo?

This requires the following preparation:

1. Social skills already trained - Minimum: Social V, Diplomacy V (the latter being most important, you'll need to travel in space where you standing is dropping fast and you cannot afford for it to go -5 where the navy will start to harass you).

2. Hauler, fast frigate, epic-arc capable missions ship (or alts who can do any of that for you).

3. COSMOS mission kits or collecting the required materials ahead of time piece by piece.

4. For best results have a wingman helping you with the epic arcs and/or FW missions and plexing (your choice, the former is faster)

General outline of the weekend:

1. Position your ships and assets for datacenter and cosmos missions, note the stations ahead of time and stock them. You don't want to fail because you don't get a second shot.

2. Run the above for one faction until you cannot progress for lack of standing then do their allied faction (eg. Caldari and Amarr).

3. Once done with the other allied faction, return and finish the first.

4. Run epic arcs for both of those factions either yourself or with a friend to do the killing.

5. Join FW with one of the above allied factions, begin grinding FW ranks for the one-time standing boost.

6. Once all one-time standing events above are exhausted, begin grinding level 3 or 4 missions for the corporations you like in those factions to taste.

Best case scenario, following all of the above with a good pace, you can grind from 0 to about 8.5 faction standing with the Caldari or Amarr (the only two I've done this with, I assume the mirror is true of gallente and minmatar) and around 6-7 standing with various corporations in those factions, caldari navy comes out around 6.0 iirc.

The grind from 8.5 caldari and 6.0 caldari navy to 10.0 caldari and 10.0 caldari navy takes around three or so weeks of hard-nosed mission grinding at a non-deranged pace. I've seen it done faster, but I would put a 10/10 done in less than that time into bedpan territory.

Finally, it should be noted that the cost (assuming your friend's help is free or if you already have alts for the job) above is not insubstantial. Buying all the tags and mats out-right will set you back quite a bit, if you number your isk in millions, you probably can't afford it all and should go for the slow and steady rout of FW plex farming followed by mission grinding. The simplest such method being hanging around FW plex in a warp stabbed frigate for rank, then turning that faction standing into a jumping off point from which to run easy-peasy distribution mission for your corp of choice. This method of course, takes much more time, but will get you high standings for essentially no cost.
