Jump Portal Gen Skill & Black Ops

So before Crucible it wasn´t really necessary to have this skill above lvl 1 when you can only fly Black Ops.

Is this still the case?

Black Ops still don't use Strontium Clathrates, so I don't see why it would have changed.
