Which T3 best for off-grid boosting now?

So I'm training an alt for off-grid boosting. Priority is armor/skirmish links in lowsec/0.0. Leadership skills are finished.

So now that Loki, Proteus and Legion all receive bonuses to both armor and skirmish links, which T3 best suited to the job?

Other criteria could include maneuverability, survivability and fitting. (Cloak and bubble immunity required; I'm not focused on probing on this character).

Tengu boosters for shield fleet Fleet and wing


Legion for armor as Fleet booster

Lokis as wing boosters


Proteus boosters arent really used at all.

Thank you. But why would Legions be preferred for the FC spot while Loki better for wing commanders?

What about each hull makes it better for each role?

If you want armour/skirmish I would go with the proteus, means you are on your way to Eos. The Loki does give you more mid-slots meaning you can get some 4/5 link setups.

The legion can fit one information-link in addition to the three armor-links.
The loki do not have bonus to information-links.
Making the legion the fleet-booster and the loki's the wing-boosters has the advantage that you only need one 4-link-booster in fleet and not one for every wing.
