[Proposal] Fuel Conservation Rigs.

Being CCP is adding rigs to freighter and jump freighters, I propose that they give us more options by adding rigs that reduce fuel consumption.

Maybe this could work for black ops as well.

Perhaps we could also have rigs that increase our fuel bay.

Honestly I'm not sure what penalty. Maybe less fuel use for less fuel bay.

I'm so confused. On one hand, maybe this idea is horrible because no one responded, on the other maybe it's not bad because I haven't been horribly flamed.

although, keep in mind, that they'll probably give you a nerf to the fuel use _first_ ... (as they did with everything on a freighter).
