Loot Spew in Exploration Sites

I seem to recall that loot spew was to be removed. It is still in place in SISI. I was hopeful as were indeed many that this generally unpopular feature was going to go.

judging by the lack of drone skill updates, not everything that is being released in kronos is on the test server. so i guess we can still hold out hope that spew is removed.
