The Unclothed Female Nipple is more Controversial than the unclothed Male nipple, for Several Reasons.

These Reasons relate to several of the Functions of the nipple, and their Effect on the Female Brain.

The primary Purpose of the female Nipple, is the feeding of small Children, through emission of fluid. Body Parts that have Functions of this sort are generally Not Shown in Artworks.
In most settings, it is Not Polite to show your Body Parts that emit Substances.

In the Female body, the Nerves connecting the Nipple to the Brain are considerably more Developed than in the Male body. This has several Effects.
Stimulation of the nipple is Pleasurable, and in many human female women, it is Possible to reach a climax through this. This does not Happen in the male human.
In Most settings, it is not considered Polite to show your Pleasure Nodes.

Thus:

As a Body part that emits fluids, the female nipple is usually Covered, along with other Body Parts that emit material.
As a Body part that is Pleasurable, the female nipple is usually Covered, as are other Body Parts that are pleasurable.

Emphasis my own.

That sentence does seem to imply not that Diana Kim could have been beaten but rather was beaten by her instructors for at least appearing with, "Half of their body naked and showing one nipple".

I wonder if it was only the one time or if there were multiple occasions where they flashed their nipples for a beating. Was it some kind of BDSM Unit? The 69th Nips-and-Punishment Regiment perhaps? Was it only inappropriate to flash one nipple in that unit to be beaten so that they learned they had to show both their nipples to their Instructors?

I can only imagine the Regimental motto: "It shows both the nipples or it gets the beatings again."
