So it seems you can anchor a POCO in systems owned by someone else. You can have them anchored by the sov owner and transferred to any other corp. Yet the corp owning the POCO can't do PI on the planet if they don;t own sov.

What's the point of being able to set taxes based on standing and being able to have the office if you can't use the planet? Or neuts that you give access to via the customs office can't use the planet?

A valid question, I wonder if there will be an answer.

Odyssey: Repacking in POS hangars for modules +1,  but please for other stuff too, especially containers. Make containers openable in POS hangars.

I believe this was answered in that with low sec/npc null, anyone can use them and instead of creating a sov holders POCO, it was easier to just drop the POCO as is.

You cannot set up networks on a SOV controlled planet unless you are in that controlling Alliance. But once you have the Network set up and SOV changes hands your network is still there and useable.
Then the new SOV owners can set whatever Tax they like based on standings and if you are not +5/+10 You can expect to just decommission your network or pay the ridiculous taxes to use it.
