Manufacturing meta 1-4 items

Is it possible to manufacture tech 1 meta 1-4 items?

Everything I've read seems to imply this is the case, but I can't find anything that specifically says that is the case.

If so, does that mean that the only source for meta 1-4 items is NPC loot?

you can manufacture a select few capital meta items. BPCs can be bought in the concord LP store

all the other meta loot comes from NPCs. CCP wants to change that in the future

Instead of drone loot being made like every other rat, perhaps every other rat will be made like the drones (ie. drop nothing)

For the most part, meta 1-4 is from npc loot. As mentioned above, some select items are manufacturable via BPC's from CONCORD. There was discussion by CCP of possibly making meta 1-4 items able to be manufactured in the future, but it was one of those "in the future we want to do X" so who knows how long it'll be before that happens. I'd be interested to see it happen though.

Perhaps NPCs will drop meta BPCs instead of items, or items that when added to a production run will pop out a meta module, like decryptors for invention, or failed inventions have a chance to produce a meta BPC. First CCP needs to do the module tieracide, to make all metas worth while to use.

I like the NPCs droping an item that when added to a manufacturing run produces a meta item. It gives the people who loot an item that they can sell, and manufacturers can buy if they choose to manufacture meta items, another dynamic between user and producer.

Meta 1 - 4 are currently only NPC drops, but CCP Fozzies mentioned at Fanfest 2014 that as part of module tieracide it is expected the metas will be manufacturable at some

Currently only capital meta modules are manufacturable, but those don't drop from NPC anyways, though the BPC are drops.
