Man, I think CCP overestimated the player population during the spring, it always goes down a little then explodes for summer.

I thought it went down during the summer because everyone was out enjoying the warm weather (in the northern hemisphere)?

In the fall, it goes up or down since people return to school.

In the winter, it goes up or down due to spending more time indoors and / or the holiday seasons.

In the spring, it goes up or down due to whatever reason seems appropriate.

Every answer is a correct one to fit whatever plight is affecting the currently population.

That explains why a few of my corpmates were blowing up mining barges in high sec while i was doing my part in killing off them Guristas.
For those who havent noticed: Deploy 7 Geckos and a flight of small drones in your carrier and you are up to 35-40 millions a tick. Happy ratting! :)
Although i heard that might change with the 6th of june.

There's also other reasons it could be lagging behind, such as their numbers being based on a server-wide average over the past year or something combined with the fact that we're in a relatively quiet period for PVP since the next big war hasn't started yet.

Highsec is owned by players now. Systems 0.5-1.0 are New Order Territory. All miners and other residents of Highsec must obey The Code. Mining without a permit is dangerous and harmful to the EVE community. See www.MinerBumping.com

last time i have heard about russians in 0.0 it was death of DoD..... Do any noticeable 0.0 russian alliances still exist? What?

No. This is something trumpeted by master trolls who know better and unfortunately the general populace has taken their troll and accepted it as truth.

Exploration and mission running across the board - in all security space - provides less ISK/hour while requiring more effort. This is especially true when pitted against multibox mining.

In reference to high-sec, mining also puts you in a position to provide actual content for PVP players and extortionists.

I'll agree with the multibox part I guess. Past 2 characters running exploration sites starts to scramble my brains.
