Bring back jump API for WH's

It's high time we got it back. Those murderous hunters have had their tools & the advantage for far too long.

Another wonderful idea is to bring back the bug that removed sites that were currently being ran from overlay. Make hunters have to scan down sites being actively ran. Cool

Someone explained to me that this had to be disabled because it allowed complete mapping of all wormhole space without doing any probing.
