Looking to buy a PVP toon.

My budget is up to 16bil

Requirements are:

Up to T2 Large gunnery
Cruiser 5 in trained race
Vindi/Mach/Nightmare capable
T2 Shield/Armourtank
Heavy Interdictors
CovertOPs
Blackops/Mauraders a nice bonus
Carrier with Jumpcal 4 and fighters 4


Must be able to fly anywhere in Highsec with Positive wallet.
