Seeing as there is so much more players running SF rather than AF, can someone recommend a ship to jump into with a shield tank? Pref something that uses rails/blasters.

Vindicator does fine. Depends a bit on the site, but assuming you are running Vanguards - those lovely 90% webs make namely NCOs so much faster.
