OK thought about all sorts of ways to convince you all and ended up deciding that you (the eve community) cannot be convinced of something because you are too stupid. You must be fed what you need and forced to enjoy it.

Here is what we need:
1. Sleepers should show up when you warp to a POCO. It should be a very very small chance and the amount should be smaller depending on the type of wormhole you are in. If the sleepers are not cleared from your POCO they should eventually take it into reinforced.

2. Sleepers should attack POSs regularly. I don't know how many or how often but this should happen and needs to happen. There are far too many dead POSs littering WH space and they make me sick.

Now a couple of points to help explain:
You will make more isk off of the sleepers attacking POCOs if you kill them when they show up.
If you anchor a mobile tractor unit at your POS you will make regular ISK off of the sleepers attacking your POS.
If you let your POCOs go into reinforced this is your own fault. It will end in more WH POCOs dying and a greater distribution amongst the corporations in an alliance which needs to happen.
If sleepers kill your POS likely you would not have held it for long anyway.

Sleepers are the defenders of WH space and they wake up because of our presence. With this in mind they should be constantly trying to evict any human presence.

The sleepers exist to protect their sleeping masters in the structures in the various sites. They don't care what you do otherwise. Check your lore

Why? What is the emergent content? What is the benefit to the gameplay, or player experience?

Sounds to me like you can't run escallations nor ninjas, so you want easy money making its way to your grinder. You've taken afk "mining" to a whole new level of stupid.

This is true.... Except for sleeper sites.
No one mines in wormholes. At least not that I know of.
