In high-sec you want as much buffer and resistance as you can slap on. A shield booster is not going to save you against any suicide gank attempt.

The 1st thing you should fit is a Shift key module.

Once you have that I recommend an ECM Burst and/or Smartbomb.
If someone comes along and mines the same rock as you, just approach them and turn the modules on to resolve the 'Two Miners One Rock' situation.

Beefy won't save you in lowsec because the bad guy has as much time as they need to kill you. Either you avoid getting caught, you win the fight (the new Skiff with incoming bonuses to drone damage might be able to fight off Interceptors and other light frigates), or you have friends around who can protect you. A solo Mackinaw that gets scrammed by anything is a dead Mackinaw pretty much regardless of its fit unless it was triple stabilizers, and even that will die to something with more than the minimum amount of tackle.

Lowsec mining in a 200 mil Exhumer is a sketchy idea and probably not worth it because the main perk of mining, not having to pay attention, doesn't really apply in an environment where people will periodically come and try to kill you. If you have to be at the keyboard interacting with EVE, other forms of PvE will make you better money for it.

If your intent is low-sec mining...

[Procurer, ImmaBlackbird!!!]
Drone Damage Amplifier II
Damage Control II

Medium Shield Extender II
Adaptive Invulnerability Field II
'Hypnos' Multispectral ECM I
'Hypnos' Multispectral ECM I

Strip Miner I

Medium Anti-EM Screen Reinforcer I
Medium Core Defense Field Extender I
Medium Core Defense Field Extender I

Hobgoblin II x5

EHP: ~60,000
Yield: ~770 per minute
NOTES:
- The light drones are there for taking care of NPC rats.
- Your first priority in low-sec is to avoid danger when you can. The ECM modules are there in case you can't get away in time.
- The Procurer is cheaper and gets better insurance. Remember than any ship that sits still in low-sec is a ship that is screaming "SHOOT ME!"
- My lol-PvP Procurer isn't much different from this fit. Just trade the ECM mods for a warp scrambler and web. With good skills, you CAN kill most close-range Tech 1 frigates... but for anything else you need some PvP support nearby.
- Try to avoid mining in low-sec asteroid belts unless you are specifically looking for trouble. Ore anomalies will provide SOME protection (because few people look in them) and, if you are far enough away from the warp-in, enough time to get away.
