How are bounties on players given?

Just curious because i always thought that when a player was killed all the bounty money was given to the killer. Is there a certain formula to determine the amount of bounty given to the killer? Is there a certain % to determine how much is given?

Bounty is paid out at 20% of the insurance estimate*

*edited after looking into it further.

In the beginning there was nothing, which exploded.

Not sure but heard this payout is also further effected by insurance placed on ship - insurance repay then being deducted from the payout.

It doesn't matter.
Bounties are placed either by people who don't understand that they are pointless or on people who are suspected of not understanding that they are pointless.
This pointless isk is then donated over time to random PVP pilots who were going to kill that ship anyway and now got a pointless amount of isk as a bonus.

Money at its root is a form of rationing. When the richest 85 people have as much wealth as the poorest 3.5 billion (50% of humanity) it is clear where the source of poverty is. http://www.theguardian.com/commentisfree/2014/jan/20/trickle-down-economics-broken-promise-richest-85

Not entirely true. If I see a miner with a bounty and a miner without a bounty, I will certainly gank the miner with a bounty over the other one. It gives me a bit of extra profit for the kill.

But yes, 95% of the time, you're correct, bounties don't do much.

That's how it used to work. They changed it with the crime and punishment changes a while back. As listed earlier it now is max %20 of the value of the ship and it's cargo/fittings modified by various things and divided among the people on the killmail or who were in fleet with people who were on the killmail (not sure the exact specifics of who gets it and who doesn't, but my scanner alt has collected bounties a couple of times)

Here's all the data anyway. Now we just need to figure out the formula

The bounty was only partially claimed so the payout is "full" for the equipment and hull loss.

^^ 20% of the PEND insurance estimate is a number I see bandied about regularly.

The math checks out on the example you give.

You're right. 20% pending insurance estimate matches perfectly.
