Remove covops cloaks from T3

Stratios costs more actually, and doesn't get the same boost to probe strength. It's a viable alternative to T3s though, but it isn't outright better.

Also "cloaky scout that can tackle and provide DPS" is a pretty huge role in wormholes. It would be dreadful if the Stratios was the only option for such a big role.

EDIT: the Stratios in most ways is straight up better than the pilgrim though

Delete Standings, Cloaks and Drones and you will have fixed EVE but at the cost of the META.
