[WTB] Starter/Basic pvp toon

Looking to buy a starter pvp toon: subcap pilot. I have a preference for Minmatar.

Ideal toon:
- good gunnery
- shield and armor
- good support skills
- basic to good drone skills
- at least frigate/cruiser/battle cruiser maxed or close to

Indy, capital, logi skills will not be seen as an asset.
Got a limited budget, so no need for toons with 20M SP or higher (i dont have the ISK).
