1 Capacitor Control Unit decreases recharge time by 15%.
Will 2 decrease the time by 30% or is there a stacking penalty?

I only have 3 rig slots so they need to count. I keep running out of cap and it's killing me.

Modules which have a stacking penalty will explicitly state it in the description: using more than one of that module, or modules that affect the same attribute, will be penalized. Even then, having two stacked modules isn't terrible but it's not entirely optimal.

Small Capacitor Control Circuit I does NOT have a stacking penalty. However, most bonuses are multiplicative, not additive.

You have 2 x 15% rigs, so your total bonus will be 1.15 * 1.15 = 1.3225 or approximately 32%.

The only case in which you add the percentages for your bonus is when you level up a skill. i.e. Mining II will give you a 5% + 5% = 10% bonus.

Well, it's a decrease, so the math is 0.85*0.85 = 28% total reduction.

But yeah, this is one of the few cases where there's not a stacking penalty, normally you'd apply a 0.8ish multiplier to the second bonus.
