Dx11 was setted up in launcher long time ago. I have ati 7770, will search solution further, maybe try reinstall drivers to latest beta or low GPU clock speed (I was not overclocking system, it has standard freqs).
Maybe switching conversely dx11 to dx9 will help me ^_^

upd: CCP says they will launch patch with this problem fixing on Tuesday: https://forums.eveonline.com/default.aspx?g=posts&m=4188509#post4188509
