I want to start soloing 5-7/10 Angel DED complexes, but have no experience PvEing. I can effectively fly everything Amarr/Gallente/Minnie, and was thinking of something like an Ishtar, Domi, or Sleipnir.

What would an ideal ship/fitting be to attack Angels, and what is your strategy? Note that I would exploring and therefore want to fit a probe launcher.

T3 is best, covops/nullifier/probe launcher for moving about, and then refit combat off a mobile depot when you find something. That way you don't need to stargate without covops/nullifier, and you don't strictly need to have a probe launcher or a cloak onboard during combat. All races T3s will work, (tengu and loki should be straight forward) but you might need the alternate weapons and subs (drones for proteus, missiles for legion), if you are to use one those 2 effectively.

Lots of subtleties, you might want to budget losing 1 ship to either players or npcs in the process unless you are in a blue area (ie you can carry everything with cargo expanders, but if you do that, you can't do combat without leaving stuff in a container or deployed depot, or a nearby (blue or npc) station, all of which are things to think about carefully before doing).

As far as I know there is no angel ded 6, I'd imagine the alternative unrated with guarenteed escalation is very hard, but have never done it. 5 and 7 look straight forward enough, but the 5 won't be in nullsec unless its an escalation from an anom (as far as I know).
