It really shouldn't have been necessary to point that out, but you have run afoul of the Cluster's whiniest self-medicating schizophrenic bottom.

Let's put the obvious answer aside. There is also:

Pandemic Legion is a mercenary organization, and was hired by the Provists for protective muscle; or,

Pandemic Legion is sitting on a mountain of PLEX, and wanted to protect the value of its investment by interfering with the ability of others to collect an unprecedented bounty; or,

Pandemic Legion was playing both sides of the fence to increase its supply of what mercenary corporations really value: kills; or,

Pandemic Legion despises high security space dwellers and wanted to taunt us with its ability to become immediately interesting in ways that only two or three other alliances can.

It is in fact not difficult to identify reasons other than "attention" an organization such as Pandemic Legion might have fun with Provist forces. I hope they find a way to continue doing so.

This article offers an overview on the total event, and contains links to the individual manhunt battles for those who are interested in a specific battle. May this be the last grand scale action of a renegade Caldari faction, so the State can finally rebuild in peace after Heth's ousting.

All in all, the manhunt bounties proved to be quite the statement from the Caldari "Don't mess with us" Navy.

Not that most of us wouldn't prefer to forget it. And how can he be a hero?

Tibus Heth made meritocracy to work in the State.
Tibus Heth removed nepotism.
Tibus Heth took our planet back.
Tibus Heth himself rushed to save a worker from under a fire, while no one else left the fortified barricades.
Tibus Heth, while being a megacorp CEO and de-facto leader of the whole State, himself personally joined the battle for Caldari Prime and charged with MTACs among Caldari infantry into gallentean occupied city of Arcurio on Caldari Prime.

To be a hero means doing something necessary and extremely dangerous, but that stands outside of field of your competency.
For example, when bodyguard takes a bullet, defending his contractor, this is not a heroism, this is professionalism.
But when a forge worker jumps out to save just another worker under heavy fire, where he wasn't ordered, taught or instructed to do so, risking his life and inspiring hearts of peoples, this is the heroism.

And when he personally raised Caldari flag on Caldari Prime... well, you have to be Caldari to understand what we all felt.

Honored are the dead, for their legacy guides us.
