Instant war-dec?

I was flying a bunch of expensive stuff to Jita in a cloaky Tengu. From like 6 jumps out I was suspicious because I saw the same interceptor at every gate, pretty clearly following me because he'd outpace me very quickly if he was just doing his own thing. When I got to Perimeter I noticed a massive amount of people in the system, and that the interceptor was just sitting on the gate waiting for me. At this point, I was basically expecting a suicide gank on the traffic controlled Jita gate so I just warped to the station instead. This saved me, but not from a suicide gank - 3 seconds after entering warp, a bunch of people in the system all went red. They could have just killed me outright, without bothering with the suicide part.

How can this possibly work? I thought there was supposed to be a 24-hour warning for wardecs, I didn't think they could just wardec instantly whenever they wanted to gank someone.

Assuming your posting from an alt (So I don't assume you were in npc corp when this happened, which can not be wardec'd.) and that your character this happened on is in a player owned corp, there are several things to take into account.

1. You are correct in that a wardec takes 24 hours to begin, and you and everyone in the corp would have received a notification both 24 hours before it began, and after it began.

2. There are situations where this timer is different, such as your corp offered to help another corp in a wardec, this has only a 1 hour timer if I recall correctly, alternatively if your corp joins an alliance already in a wardec, you receive no warning for some reason. If you join a corp in a wardec you are at war instantly, this can be a suprise do to how many damn steps are needed to join a corp. (You press join, they click accept, you click accept again.)

3. With the information you've given, I'd wager it more likely the "red flashy" people you saw were people who went criminal in system ganking someone on the gate at the same time you docked up, are you sure they were wartargets? (And thus still would be.) And no just people who flagged criminal?

Ugh, wrong character selected. This is whom it happened to.

They all got the red star icon that means wartarget, rather than the flashing red background that you get when flagged. I know this because we had other active wardecs, and I specifically checked for wartargets in system while gate cloaked and there were none.

After I entered warp, my evemail icon flashed, and the red stars appeared. The mail said "XXXXX corp has declared war, fighting can legally occur between those involved." These usually say "after 24 hours fighting can legally occur" but this one did not.

Could just be random event of corp within alliance with active was against you droppped out, they inherit all wars the alliance had active and notification gets sent.

A better question:

Why are you trying to haul expensive modules in an expensive ship through Perimeter on your main when the Jita area was experiencing traffic control (and why didn't you use your market alt to make sure the gates weren't traffic controlled before you tried)?
