Faction Warfare Standing issue

First off, I wanted to come here before petitioning my issue, because I may be missing something. I have 0.39 standing with Caldari State, Diplomacy 1 raises it from -0.01. Anyway, tried to join FW and getting the Denied because of standings. Do I have to wait till next DT before I am able to join perhaps? Any help will be appreciated

it has to 0.0 or better , diplomacy does not count
