Before anyone complains: "This topic doesn't belong here" or any such statements along those lines.

I don't care, I have been frustrated by this issue for three days now and am just about to give up on this game entirely.

here is the problem.

The EVE ONLINE Launcher is not working. I have tried removing anti-virus software from my computer entirely and turning off firewall to launch the game
IT DIDN'T WORK

I have tried deleting the launcher cash directory
IT DIDN'T WORK

I've tried using the repair tool
IT DIDN'T WORK

I installed the game on a different hard drive assigned C
IT DIDN'T WORK

I have re-installed the game a total of 4 times now and spent three days combating this issue and researching the forums as often as i can. I started a support ticket but i only received one reply this morning and nothing followed

In more detail:

After i start the launcher I am able to log in using my username and password. However, when i click on "PLAY" the client displays "LAUNCHING" but nothing happens and after 10 seconds it reverts back to displaying "PLAY"
another thing is when i click on the launcher settings (the bolt icon on the top-left) nothing happens and that button is inoperable. So, I am not able to start the gameOops

Does the "exefile.exe" work in the EVE bin folder (C:\Program Files\CCP\EVE\bin)?
While it doesn't fix the launcher, it can make you play the game, given the exefile works

fixed it.

for future reference to people that may have the same problem:

make sure you have the latest in directX drivers, also make sure you go to windows update and update your system.
The log in issue appears to be a GPU problem (although i am not 100% positive) so make sure you update your graphics drivers as well
