True prophets, such as myself, follow each piece of rediscovered Scripture with a clear statement of the Scripture's meaning, a revelation direct from God.

False prophets speak in riddles, because they have no experience with God and lack any real understanding.

With the help of pilot Evelyn Meiyi (and a tad bit of assistance from officer Kim), I was able to discern a bit more from this cryptic but not unintelligible nonsense.

To quote the lovely pilot Meiyi, "the 'younger of the double-faced countenance of command' appears to reference Ishuk-Raata, or at least the newer part of the partnership." Officer Diana Kim informed me as well that the "Wind of the West" is a spirit of trade among the Caldari people. This, combined with the reference to the "exclave of false democracy," brings to mind a particular memory of a long-fought battle of metal and ideals over a particular planet the Caldari and Gallente seem to want.

"As for the 'patron and not the partisan'," Meiyi continued, "I would imagine that he's referring to the Gallente's rather... free-spirited approach to the arts, contrasted with the Caldai's focus on industry."

Compiled with the 'exility of dignity avaricious,' well. We both came to the conclusion that this, though unusually hidden in its meaning for whatever reason, seems to be an indictment of the Gallente as a people. Really cool how Seneun went to this much trouble for it, though. Leaves both me and Meiyi wondering if it's an intent to actively partake in something hostile against the Federation, as vows usually end up that way.

This part bothers me as well, since I don't really see the purpose of including a simple linguistic novelty if one is going to transmit some kind of surreptitious message. Then I thought about the nature of the thing, and something struck me. Why lay out a full set of symbols if not as an indicator of an associated set of potential operations. A cipher.

What's more confusing is that the message following the pangram isn't a true cipher, so I'm left wondering if it's only one key in some kind of asymmetric analogue cryptosystem. If that's true then we're likely missing another key, which I would assume the intended recipient possesses.

The whole thing is a bit of a head-scratcher.
