War Decs have been a thing in Eve for a long time. For a long time they have just been without reason or consequence. I'm ok with them not having reason but for them to be declared on large scales with out consequence needs addressing. What I would like to see is when corps or alliances have more than 5 wars declared where they are the aggressor then the empire NPC corp start to see those player corps as "pirate corps" and continuing with current story pirate corps are not allowed to use NPC station. So following this thought process when a corp or alliance has 5 or more wars going there then becomes a chance NPC corps will not let players from the aggressing entity dock. when you hit 5 wars you have a 25% chance an NPC corp will refuse docking permissions to your corp or alliance. With each additional war that chance increases by 2%.

I am proposing this change so that defenders who are actually looking to defend them self can go out and fight and not waste time. If an alliance or corp is so serious about piracy they should have a POS set up that they have to live out of and that a defender can go and destroy.

Basically don't let people who war dec for profit play station games as easily. Make war dec'ing have real consequences for the aggressors.

If they have wardecced 100 corps then those 100 corps have a very obvious way to create their own consequences. The fact that they don't is in no way CCPs problem.

Money at its root is a form of rationing. When the richest 85 people have as much wealth as the poorest 3.5 billion (50% of humanity) it is clear where the source of poverty is. http://www.theguardian.com/commentisfree/2014/jan/20/trickle-down-economics-broken-promise-richest-85

The only fix that war decs needs is that all characters are locked into corp while the war is on. There is no point in declaring war if people can simply leave the dec'd corp. I would settle with a locked till war over or a 7 day timer on leaving a dec'd corp to insure that the war dec'r gets his opportunity to kill his chosen targets.

The problem this can be abused to keep Somebody trapped in a reverse Awox corp, there for you need to allow leaving but add some penalty.
A possible solution would be if a drop of more then 50% happens the aggression corp gets 51% of the shares, and has "won" may need some thresh hold size ( where one can't push an alt into a corp wardec it and leave ).
You might even make the % relevant, meaning the more members the have the small of a % you need to lose in order for it to mean winning ( down to as little as 20% ), on of the problems right now with war is there is no real lose scenario, now if wanna make it more interesting force the attacking corp to have some impact on either drop rates where if they have no impact on the corp they lose the right to keep extending the wardec

In terms of pure mechanics, this. Defenders being encouraged to defend and attackers encouraged to attack is more elegantly solved by giving people more ways to interact and things to do in space combined with an educational component to the NPE.

BUT if you want to hear people actually running for the CSM talking about it, we're recording that issue panel tonight on Declarations of War.

This is pretty much the definition of a short sighted suggestion, which does not consider interactions with every other system in EVE. It's infinitely abusable, still doesn't solve the "just log off" problem, and only encourages people into one man alt corps, decreasing interaction overall.

Off the top of my head, i can list the following "abuses" of your proposed change.

- Sov alliance declaring war on each other with dummy corps to lock sov-transfer corps in alliance.

- cycling of wardecs by numerous alt corps to prevent people from ever leaving

- using the point above, render services like Estel Arador completely unuseable

Not to mention, the victim of a wardec can choose to just log off for the week, then leave anyways.

one thing that does still need sorting is neutral logi alts, most of the people I've talked with in the past about war decs where their the defender, simply CBA with it all as one put it "whats the point when all they'll do is just bring neutral logi alts into it?" I know a while back CCP changed the machanics slightly to include neutral logi's repping a agressor gaining the agression flag, however when it comes to war decs, neutral logi's repping EITHER party in a war dec should be a concord response for interfering in a Concord sanctioned corperate war, ie said logi gets popped by concord for repping ANY party involved in a active war, as for why, well thats what the option to have ALLIES is for in a war dec.
IE fi you want to use a 3rd party to rep you with logis while involved in a war dec then they have to be a ally of yours in said war dec.
