recall program locked by hours of plex

seems like if you had hours of plex activated in the last 6 month the recall program will not work.

i think this should NOT be the case , because hours of plex is not a type of active subscription.

Anyone from the recall program can answer please? Or anyone who shares different opinions ofc.
