What software/drivers can cause FPS drop/rise in EVE Online?

Important Note: In all cases/configs, all my EVE Online Settings/Cache/Etc. saved in my EVE Online folder, with help of software called "Junction" and developed by Microsoft.

I will explain my situation, and today at evening I will try to run a couple of test, to check my theories.
Before installing my new GTX 560 Ti, Windows 7 Professional x64 already was installed on my PC:

MB: Gigabyte GA-EG41MF-US2H
CPU: Intel Core 2 Quad Q9550
GPU: nVidia GeForce GTX 260
RAM: 2x 2GB Kingston HyperX CL5 DDR2 1066

After changing the video card from GTX 260 to GTX 560 Ti, I've started Windows 7 Professional x64 in safe mode with networking, windows updated GTX 560 Ti drivers automatically. Then I started it in normal mode, and launched EVE. With this config EVE Online, on maximal (everything on High) settings gave about ~450 FPS in hangar (ship spinning mode) and around ~75 FPS in Captain Quarters. Approximate list of software/drivers:

Chipset Drivers (100% sure it was installed)
Original NVIDIA drivers installed by windows, probably 285.62 (100% sure it was installed)
DirectX Redistributable (100% sure it was installed)
XNA Framework Redistributable (100% sure it was installed)
NET. Framework 2, 3 & 4 (100% sure it was installed)
NVIDIA System Tools (Probably it wasn't installed on this fresh copy of windows 7)
DirectX SDK June 2010 (100% sure it was installed)

Some important notes: on this configuration I tested Battlefield 3 and Sword of the Stars 2 - it worked flawlessly, with stable FPS on ultra high settings.

G41 chipset motherboard was just a temporary measure for couple of days, before completely switch to Windows 7 x64 system. After 3 or 4 days I switched to this configuration:

MB: Gigabyte GA-EP45-DS3R
CPU: Intel Core 2 Quad Q9550
GPU: nVidia GeForce GTX 560 Ti
RAM: 4x 2GB Kingston HyperX CL5 DDR2 1066

With this configuration, Windows 7 x64 didn't wanted to boot even in safe mode, so I had to reinstall it. So overall changes from the last config were just new motherboard with P45 chipset and addition of another 4GB of memory. Approximate list of software/drivers I've installed on it:

Chipset Drivers (100% sure it was installed)
Original NVIDIA drivers 285.62, I've installed them (100% sure it was installed)
DirectX Redistributable (100% sure it was installed)
XNA Framework Redistributable (100% sure it was installed)
NET. Framework 2, 3 & 4 (100% sure it was installed)
NVIDIA System Tools (100% sure it was installed)
DirectX SDK June 2010 (I'm not sure if I'm installed it)

After I've installed all these drivers (except DirectX SDK, I don't remember If I installed it), I ran EVE Online, to check it. And Surprise! I see in ship spinning mode hardly ~120 FPS on same settings, that some times drops to ~70 FPS, and around ~20 FPS in Captain Quarters. I thought maybe something happen with Video Card, installed Battlefield 3 and Sword of the Stars 2 for testing purposes, run them... and everything works flawlessly or even better. And now thus I got to the point, where I need help, and have some questions:

My first thoughts, FPS drop happens because of NVIDIA System Tools. Question for people who have and don't have this software installed, what your FPS on high-end Video Card like GTX 560, 570, 580 or 590?

My second thoughts, that it's because of additional 4GB of RAM. Question to CCP Devs/GMs/People who tested, 8GB RAM, can they be a reason of FPS drop in EVE Online?

Some things to check

1. running memory in dual channel mode ?
2. disk defragmenting
3. motherboard settings, maybe new one has "failsafe" defaults on, limiting your performance
4. Power source, is it big enuf to power the new system ?
5. tried putting the old video card into the new system and see how it works? maybe you got a dud

Dual Channel Interleaved.

Tested this. Switching to failsafe, then to optimized - no changes.

Yes. Thermaltake's 600W is more than enough.

Old video card within same system gave me same effect. Same 70~120 FPS, same 20~25 FPS in CQ.
