The naga is exceptional in some circumstances. In 0.5 if you kick up it's rate of fire it will outdamage the tornado (applies to BS ganking and I suppose freighters too). Understanding how fast concord responds is key to getting the most out of a naga - the longer it takes them to secure the crime scene - the better the naga is!

It's not a good alpha strike platform, but there are times you can use 1 naga in lieu of 2 tornados when you look at total damage to target and consider rate of fire and concord response times.
