Can someone please explain to me (like I was a 6 year old) exactly what...

Exactly what do you mean by "remote buy order?"

If I am at station "A" and place an order for milk and eggs, isnt that order fillable by anyone within the region? They would just have to deliver the stuff to station...no?

Im confused...and it hurts. Cry

A remote buy order is an order placed at a station you're not in.

If you're in a station, you can always set it up any way you need in terms of how wide and how corse a net you want to cast. You can also always do a direct purchase of something that's already on the market. However, if you want to set up a new order with your own pricing in a station you're not in (e.g. you want to compete on the Jita market but not actually fly to Jita), you have to train for it.

Procurement tells you how far away from your current location you can set up a buy order.
Visibility lets you alter the “range” of that remote buy order, i.e. from how far away from that remote station you accept sales to your buy order.

Or to use the fishing analogy again: anyone can just drop a net of any size at their feet. Procurement lets you cast your net farther and Visibility lets you cast a larger net.
