Storyline Failure: The CCP "GroundHog Day"

"Materials for War Preparations" is the new "GroundHog Day", a Bill Murray movie, portraying the life of someone stuck in a mysterious time loop where he cant move to the next day. ( or in this case, frozen in place between two agents)

Sure, everyone who runs missions for standings has been plagued by the Materials for War Preparations. Missioners that I have spoken to agree and I've seen similar forum threads in the past. Why does "Materials" become your next storyline so often when it's supposed to be a "random" assignment system?

When I first started playing, I got it all the time, probably 50-75% of the time - of course, since it offers so little standings gain (1.0224% for Level 4, for example), that means you have to run A LOT more missions, which involves A LOT more time in the game. Typically known as a "TIME SOAK". Standard fare for a game that charges per month.

In fact, why is this Storyline mission given to Combat missioners at all? You either have to MINE the ore for the agent or go buy the ore and TRANSPORT it to the agent. That sounds like it should be a Storyline offered to a person running MINING missions or Distribution agents to me.

COSMOS: Ok, "Materials" was driving me nuts before, but when I started COSMOS and you needed continually elevating standings to get to the next required Agent - I started getting "Materials" over 75% of the time. As all seasoned Eve players understand, once your standings gets high, the Storyline rewards have less impact on your overall total. This is the strategy for many of CCP's other calculations. Therefore, when you are getting the Storyline "Materials" nearly every time for a Level 4 value of 1.0224% the value impact on your overall standings is virtually nil. Meaning that you'll need to run HUNDREDS of missions more than if the Storyline offered was a proper value - I'll guess perhaps 4, or 5%.

Randomly? I am currently at 17 CONSECUTIVE ISSUES OF "MATERIALS FOR WAR PREPARATIONS".

That's 15 Level 4 Combat missions for each and every "Materials" Storyline. At this rate, it will be nearly impossible to reach the next Agent, who requires 9.9 NATURAL STANDINGS, NO SKILL MODIFICATIONS ALLOWED. (remember their rule of diminishing returns).

IF YOU ARE A MISSIONER IN EVE ONLINE AND HAVE SEEN THIS ISSUE, YOU BETTER SPEAK UP HERE, BECAUSE THIS IS WHERE THEY TOLD ME TO TAKE THE COMPLAINT. IF WE DONT GET IT FIXED NOW, THEN YOU TOO, WILL BE RUNNING HUNDREDS AND HUNDREDS OF UNNECESSARY MISSIONS TO ACHIEVE YOUR GOAL.

I dont want to complain and not be able to offer some solutions, So, I propose that CCP immediately adopt any one of the following fixes.

1. Stop giving "Materials for War Preparations" Storylines to Combat missioners. IT"S NOT A COMBAT MISSION.
2. Elevate the standings gain to something near a normal mission for Combat missioners.
3. MAKE IT ACTUALLY RANDOM - 17 TIMES IN A ROW IS NOT RANDOM.
4. Completely remove it from Level 4 Storyline offerings, The implant and the cash reward value is non-existent and the
standings faction gain amount is virtually negligible.

i found it pretty fun because it was a diferent thing to do to take a brake and stretch. u need to lighten up

All the missions repeat, mate. EVE has the worst PVE system I've ever seen.

Hey, I'm used to their time soaks, I did not complain about that.

We're talking about NEVER being able to complete your Eve Online COSMOS or Faction Gain required goals.

It's a broken mechanic that needs to be fixed.

It's important to people whose chosen profession in Eve is missioning / PVE.

If missioning / PVE isnt your primary enjoyment in Eve Online, then you shouldnt have read or posted here.

Please don't do any of the above. The implant is amazing value for the 1 minute it takes to buy the materials someone is already selling in that station and turn them over, and the the low standings gain means I can accept it every time without worrying about screwing up my other faction standings.

Who put the goat in there?

Completing COSMOS is my goal, I dont need isk, I dont need a break, I dont need implants, I need Faction Standing to make the next agent.

The way it's going now, that will be a near impossibility.

The game mechanic is that the storylines are randomly assigned, getting it every single time means it's broken.

Random is random

Storyline agents still seem to belong to certain divisions, so if you want to avoid a distribution storyline agent, then don't do mission #16 near one.

That IS moving all around, different storyline agents, different regions and different corps.
But thank you for trying to be helpful.

(I even tried a set of distribution missions and a set of mining missions, just to see if there was some sort of
reverse logic thing going on, but it ended the same as the others)


Before I started COSMOS, I had run certainly more than a thousand missions and got "Materials" too often to be considered random, but I was working for ISK and Modules, so I didnt mind too much, but now that I must make "standings requirements" it's been coming up every time. Even before the 17 times in a row, I still was getting it most of the time.
Maybe it's a Caldari issue, but I have tried different regions with no effect.

More annoying than any of that, is the complete lack of interest in what should at least be looked into.

Someone did suggest leaving the last one open, but then you have to waste every other set of 15 missions, at least as I see it.

It's a good thought though, thanks.

I dunno, I've been at this for about 5 years, might be time to move on.

Yes. The fact that it happened 17 times in a row is good evidence to support the hypothesis that it is random.

I understand the frustration you feel.I gave up doing missions hopping for a decent storyline.And right now I am just going to get all my faction standing from epic arcs.I think in 45 years i will get to 10 faction standing with Caldari.its kind of sad

A useless and uninformed comparison.
How about you getting a 10 sided dice and roll those numbers consecutively, in order and then
return to this thread and offer some actual help.


I'm reaching out to other missioners who are having the same problem.
Helpful ideas and comments from others are welcome.

Epic Arcs eh? That's not a bad idea - I havent tried any of those yet.
( I dont like to switch goals, but Im totally stuck )

I've been stuck at 9.7 Caldari for the past 250+ missions because of "Materials".

Off the top of my head, the storyline missions offered at level 4 are:

  1. A special delivery (Distribution, 40k m3)
  2. Evolution (Security)
  3. Materials for War Preparation (Distribution/Trade)
  4. Record Cleaning (Security)
  5. Shipyard Theft (Security)
  6. Transaction Data Delivery (Distribution, 1m3)


Note that your local storyline agent probably only offers a subset of these, or has a weighting on which one they're going to offer.

CCP have mentioned some time back that they were working on providing more storyline missions, so that they could then only offer specific types of storyline missions from storyline agents in particular divisions. Thus your "Distribution" storyline agent would not offer security storyline missions.

Noted that myself a couple of years ago, made a thread about it, posted in other threads about it, CCP refuse to make an effort to fix the problem. Got fed up, never reached the 9.9.

Btw, by looking at your Faction standing's and clicking it for info, you can see all your standing gains from Storylines, and the name of the Storyline which provided the increase (Mat for War) - Everything is logged, it is quite evident that there is a bug.
