It's good you've tried re-balancing this under performing frigate and while a fall off bonus gives it... something, perhaps also adding an extra low would help bring it into equal contention with other frigates.

It opens up many options for fitting, mobility and damage while not overpowering it.

Have you tried the new rifter yet? I had a great series of engagements last night flying in deep falloff and right now it feels and flys like nothing out there. A fourth low would push the ship too far, but as of right now people underestimate the combination of control and survivability the rifter packs. It isnt faster than an attack ship, and it isnt stronger than a combat ship but it can engage either one and dictate the engagement, something all Minmatar ships should be able to do.

Fit up a couple and try them out, it isnt FOTM OP like the Tristan, but you'll be running with duck tape overheating everything youve got having a damn good time.

mind sharing your fit? I tried a few different setups: arty, acs, shield, armour but found the speed still lacking, dps too little and tank underwhelming.

I fly Rifter and Drake, and just about everything else too. They are fine.
