I have a question. what is the formula to calculate the cycle time for ice? because I have a retriever that give 33.33 reduction time + 25% from skill ice harvesting + 12% from rig + 18 from ice harvester upgrade + 1% from implant, total is 89.33%. but with a ice harvester II that have 250 sec for cycle with all this reduction time I get 90.4 sec every cycle. that is 64.33% reduction time. so somewhere I wrong. can someone explain me how it works? thanks

Percentage does not work like that. You dont add %-changes, you multiply them. For you that would be:

0.66*0.75*0.88*0.82*0.99 = 0.35 = 65% reduction. (Rounded numbers).

Bonus Factor = (1 - Ice Harvesting * 5%) * (1 - 33.33% Retriever Role Bonus) * (1 - 9% Ice Harvester Upgrade II)^N * ...

Bonuses can be positive or negative, but the basic multiplier is always (1 + bonus)

If you want to see the effective yield on a cycle reduction bonus:
Effective Yield Bonus Factor = 1 / (1 - Total Cycle Reduction Bonus Factor)
