What are they good for?

They state they "may prove valuable if handed to the proper organization". Is there a particular agency or organization for turning these in at?

Data Sheets:

These state "These complicated data sheets may mean little to the layman's eye, but can prove valuable in the right hands." Again is there an organization in game which will pay good ISK for them? Are they useful for other things?
