Skyrim Sucks

I got to Riverwood, tried to kill Talon Whatshisname (the storekeep who wants you to go get the golden claw thing), and found out just how non-sandbox the game is.

I killed his sister and then hit him until his health bar was empty and he fell to his knees. A few seconds later his health bar refilled and we were fighting again. Repeat several times, and I decided to just leave. He followed me, which turned the whole town against me. After deciding to abandon that fight I fled into the woods with him chasing me. I ran to another town with him chasing me, and found that that town's denizens were now attacking me.

Unkillable NPCs that will hound you for the rest of the game, making it impossible to continue the storyline...sounds like a broken game to me.

Implying if they were killable you'd be able to continue the game anyway.

But I too want to ethnically cleanse every city and become ruler of my own country with only beasts as citizens.

If an NPC has to survive to drive the storyline forward, make them immune to aggression the same way the children appear to be (yes I tried to kill one of the kids, just to see if it was possible). Or make it so that when you encounter them later, they're bedridden due to the injuries from your fight. There are a lot of ways to deal with it other than what they did, which was make the game unplayable if you attacked the wrong character.
