So what would a Purifier SB fit be for doing Minmatar lvl 4 missions, and is there any way to get standing up for them other than running lvl 1,2,3 faction warfare missions?

You can get your standings up by capping plexes.

Regarding your fit, I believe minmatar is the easiest to be doing missions for, because the Amarr tracking disruptions do not affect your torpedoes. Just fit for gank and maybe a medium shield extender.

Fly manually; don't orbit, always make sure you're flying at right angles to the rat blob as best you can. Keep your distance from them as best you can; use your torpedo range bonus.

If possible, avoid modules that blow up your signature radius. AB instead of MWD, no i-stabs, don't use an oversized shield extender for a pure buffer shield, and so forth.

And watch out for elite rats that may do annoying things like a battleship MWDing into your face and hitting you with neuts.
