I'm looking at starting to run some lvl 4 security missions for income. I'm skilled up in projectiles so I'm going to go with a MJD + artillery fit Minmatar BS. That leaves either the Maelstrom or Tempest Fleet Issue as the two best bonused hulls for the task. I'm looking for recommendations as to which of the two would be better for the job and feel free to post suggested fits as well. Thanks.

If you're willing to spring for a faction hull, then the Machariel will be far better than either.

While the TFI has better gun bonuses it also has less guns kinda nullifying one of the two bonuses, but the Mael still gets his second bonus, to shield tanking. And while that may not sound so useful (you can tank enough in a TFI) it DOES mean you'll need less slots to get your tank up to par, leaving slots open for tracking computers and THOSE will massively increase your applied dps (especially since TE got "nerfed").

Simply put; compared to the TFI the Mael is a better, if slower, mission runner.

The TFI is only better if you have Minmatar BS V trained. With this skill, your DPS is only a tiny fraction behind the DPS of a Maelstrom.

However, your mission completion speed will be much faster because of the TFI higher base speed. You will spend less time moving from Gate to Gate, as well as aligning faster when going into warp.

However, without Minmatar BS V, its DPS is significantly lower than a Maelstrom.

You also need good tanking skills to compensate for not have the shield boost bonus of the Maelstrom.

Fleet Typhoon. Replace it with Machariel when you're comfortable.

Fleet phoon in my experience is only really functional with large amounts of sp. At least you get a good 6 possible configurations out of it all of which are valid for different things.

I think you missed the "starting to run L4's" part. Buying a mach as a starter L4 boat is a terrible idea. If you're going to however, please let me know where and when so I can come blap it with a blob of catalysts.

aside from the whole strangeness of going from a missile/droneboat to a gunboat.

Except you don't need to make it a missile boat. Yes, a cruise Typhoon is better, but even as a gunboat, it comes out as a superior solution to the Fleet Tempest for the purposes of missions. You'll want good drone skills for Mach anyway.

He's much better off concentrating his skills on gunnery, going mach then varg, instead of spreading his SP all over the place.

Why would you have him train cruise missiles, sentry drones and all the skills that go with them for a Typhoon?

BTW, Maelstrom would be a better starter ship. I've fit the Tempest up every different way on the test server and it just doesn't work as well.

Angle your MJD correctly and you can jump back right on top of the gates. Usually have to wait for the cooldown timer before jumping into the next area.

Check the Fleet Phoons stats and bonuses, load it in EFT and fit it like you would a fleet tempest, see what happens.
